Stitching the Riverfront Back into the Urban Fabric
 A Waterfront Ready to Reconnect

The Indianapolis waterfront has long existed as an underutilized edge of the city, separated from surrounding neighborhoods and disconnected from its full potential. With ongoing environmental cleanup efforts, a new opportunity emerged to reimagine the riverfront as a more integrated and active part of urban life.



A Barrier Between Neighborhoods and Opportunity

Despite its location, the waterfront remained fragmented, with physical and perceptual barriers limiting access and development. The former GM Stamping Plant site, spanning 104 acres along the river, stood as a critical piece of this challenge, isolated by infrastructure and lacking a clear path forward.



A Strategy for Connection and Growth

Synthesis led a visioning study to explore how the waterfront could catalyze broader neighborhood development and reconnection. Through extensive stakeholder engagement, including more than 25 interviews with community groups, city officials, and corporate partners, the team shaped a multi-year plan for the site. The strategy introduces a mix of housing types, mixed-use development, office space, and entertainment, designed to reestablish density and scale appropriate to the surrounding context. Central to the vision is a set of innovative infrastructure solutions aimed at overcoming barriers created by the river and adjacent rail lines, reconnecting the site to the city and surrounding neighborhoods.



A Connected Urban Edge

The waterfront is repositioned as a vibrant, integrated extension of Indianapolis, where development, public space, and infrastructure work together to support long-term growth. What was once isolated becomes a point of connection, linking neighborhoods, activating the riverfront, and establishing a new framework for how the city engages with its edge.
